This registration requirement is new to New Jersey. In addition, HAVA provides that anyone who registered to vote by mail after January 1, 2003 and did not vote previously in a federal election in the state, will be allowed to cast a machine vote only after presenting one of the following items to election officers at the polling place: a current, valid photo identification; utility bill; bank statement; government check; paycheck; or a government document with the voter's name and address.
